Aloha County Council Members March 5th, 2024
Thank you for this opportunity once again.
HULI PAC continues to support Bill 109 strongly. We would love to see our County Council
representatives pass this proposal and have this proceed to the General Election ballot for public
voting.
We are disappointed with the amendments to this bill and that the majority County Council cannot
support department heads to define the term ending and beginning or resuming their position until the
County Council has approved and confirmed the current leadership after an election. This is vital to
mitigating patterns of conflicts of interest, mismanaged leadership performance, and the inability to follow
due processes (the law). Further, these leaders will continue to have access to confidential information
and can make changes to our current system without due process. Under the wrong leadership, this
could potentially be a security issue—clarity on when the term ends, and the process to return is vital.
Current amendments for the Mayor to submit nominations to the County Council within 60 days of the
beginning of every Mayoral term and within 30 days of the occurrence of a vacancy are important. It is
also clear that it allows holdovers through mayoral terms.
Even with disappointment in amendments that lack the clarity to get corruption out of our system, passing
Bill 109 remains important.
