Aloha County Council Member,
I support Bill 128.
I thank Council Chair Kimball and Dr. Holeka Inaba for introducing Bill 128. This brings much-needed
requirements that a developer obtain approval from the housing administrator before initiating the transfer of
excess credits and that the housing administrator validate the transfer upon completion of the
transaction. Ensuring this reflection after the audits revealed the gross lack of accountability is important. This
will bring our system into a more transparent vision for developing in conjunction with affordable housing within
a 15-mile radius of said developer and hold them all accountable.
Please pass this much needed bill that will shape ALL of our future,for generations to come.
