Aloha Council Members,
I'm encouraged by Councilmember Kierkiewicz's description of the study to be funded by Bill 131 as meant"[to] identify
where Puna residents are going in order to suggest alternate routes that are safe for vehicles, mass transit, bikers,and
pedestrians, improving transportation efficiency and enhancing evacuation capabilities."This is a great improvement
over the discussion around Bill 107,which was focused on building a new road. More roads= more driving= no change
in traffic congestion in the medium-to long-term.
I don't see anything in the brief language of Bill 131 itself specifying the intent of the study,so I'm concerned that the
process will default back to building new infrastructure for personal cars and trucks. I'd like to see more binding direction
of the focus of the study,toward decreasing the need to drive personal vehicles,thus alleviating traffic congestion while
improving community health in a more holistic and sustainable manner.
