The present laws pertaining to the conduct of persons visiting or inhabiting or using public parks
in the County of Hawaii are not working for the welfare of all Hawaii residents, visitors and
tourists. 1 live across the street from La Aloa Beach Park sometimes called White Sands Beach
Park or Harry K Brown Beach Park ar Disappearing Sands Beach Park located on Alii Dr.,
Kailua-Kona 96740. i have owned this property for 21 years and have watched the "Park"
behavior deteriorate with time and use. Alcohol and drug use is especially responsible for
behavior that leads to excessive noise, fights during day time use and leads to drunk driving later
in the afternoon. Dangerous things happen on Alii Dr. as a result of drinking and drug use in this
park. So far no one has been killed in front of this park. Close calls yes, and wrecks down the
road yes. An ordinance prohibiting such behavior and enforcement of such ordinance would help.
I therefore am in favor of passing and enforcing section 14-1.
People stay in La Aloa Park during the night, keep unleashed dogs there and claim part of this
park for their exclusive use. I therefore support Chapter 15 article I sec 1 S-6 be passed and
especially enforced. The county parks are paid for by the tax dollars of all county residents not
just for the exclusive use of some of the "local boys".
