HomeMy WebLinkAboutRES 470 Draft 01 2022-2024 •.JNZY OS H,., COUNTY OF HAWAI I ; ' STATE OF HAWAI I RESOLUTION NO. 4°7O 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH EXPENSES RELATING TO THE HALA FESTIVAL AT THE MAKU`U FARMERS MARKET. WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawai`i Island through the sponsorship of festivals,programs, and special events unique to this island; and WHEREAS, BIRCDC is the fiscal sponsor of the Hala Festival that is scheduled to take place on Saturday, May 18, 2024, at the Maku`u Farmers Market; and WHEREAS, the festival is a collaborative effort between the Revitalize Puna Cultural and Built Environment Resilience Capacity Areas, coordinated by the Big Island Invasive Species Committee and Pohaku Pelemaka,that aims to address the need to protect and preserve hala (pandanus) forests,particularly those in Lower Puna, which are facing impacts from invasive species and habitat loss due to growing development within the district; and WHEREAS, the festival aims to celebrate the rich cultural heritage and ecological importance of the hala plant in a manner that fosters community cohesion through education; and WHEREAS, BIRCDC is requesting funds to cover expenses that includes the venue rental fee of Maku`u Farmers Market, graphic design services for marketing and promotional efforts, weaving experts and materials for four lauhala workshops, live entertainment, and leis to honor special guests and musicians; and WHEREAS, the Department of Liquor Control supports organizations that provide programs,projects, or activities in a drug-free and alcohol-free environment; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant to Big Island Resource Conservation and Development Council to assist with expenses relating to the Hala Festival at the Maku`u Farmers Market. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,750 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $2,750 CREDITED TO: 010.251.5251.39 Department of Liquor Control $2,750 Public Programs 115 Misc. Contract Services (Big Island Resource Conservation and Development Council—Hala Festival) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
