A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS COMMUNITY
DEVELOPMENT GROUP FOR THE 2024 HILO LEI DAY FESTIVAL.
WHEREAS, the Grassroots Community Development Group is a 501(c)3 nonprofit organization with a mission to strengthen our communities through the cooperative development of programs and
services for East Hawai‘i; and
WHEREAS, the Hilo Lei Day Festival has been held for 19 years in downtown Hilo to celebrate lei culture and is scheduled for May 1, 2024, at Kalākaua Park; and
WHEREAS, the Annual Hilo Lei Day Festival is a free, family-friendly community event that shares and celebrates our rich cultural heritage by perpetuating the practice of traditional
lei making; and
WHEREAS, Grassroots Community Development Group is working in partnership with Hilo Lei Day Festival to increase awareness of the culture and history of Hawai‘i Island; and
WHEREAS, Grassroots Community Development Group is requesting funds for the sound system, media marketing, facility rental usage, and videography; and
WHEREAS, the Department of Parks and Recreation supports this event as it is in keeping with the goals and objectives of the department to provide a diversified recreation program that
addresses the needs and interest of the respective communities in a safe environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 2 will be appropriated to the Department of Parks and Recreation to provide
a grant to Grassroots Community Development Group for the 2024 Hilo Lei Day Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
