A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE
CONSERVATION DEVELOPMENT COUNCIL TO PURCHASE CITRIC ACID TO HELP CONTROL COQUI FROGS IN COUNCIL DISTRICT 7.
WHEREAS, West Hawai‘i residents continue to fight the coqui frog infestation using citric acid; and
WHEREAS, the coqui frog population is persistently high, especially at the lower elevation, which remains a constant threat to Hawai‘i’s island ecosystem because of its voracious appetite
that puts our unique insects and spiders at risk; and
WHEREAS, the Big Island Resource Conservation Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports conservation, agricultural research, and economic development,
and which has assisted the County in its effort to control the coqui frog infestation; and
WHEREAS, BIRCDC is requesting funds to purchase citric acid to continue assisting the public with controlling the coqui frog infestation in Council District 7; and
WHEREAS, one of the objectives of the Department of Research and Development is to support research or extension projects on invasive species, such as the coqui frog; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 7 will be appropriated to the Department of Research and Development to provide
a grant to the Big Island Resource Conservation Development Council to purchase citric acid to help control the coqui frog infestation in Council District 7.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
