Your Committee on Finance,to which was referred Resolution No. 450-24,reports as follows:
Resolution No. 450-24,transmitted by Committee Member Ashley L. Kierkiewicz, via Communication
No. 762 dated March 1, 2024,transfers/appropriates an appropriation out and from a designated fund
account and credits same to a designated fund account into the Geothermal Relocation and Community
Benefits Fund to enhance the facilities and park grounds at the William"Billy" Kenoi District Park.
This resolution allocates $37,000 for improvements to the Frahm Aquatic Center, appliances and
equipment for the Pahoa Neighborhood Facility, and the addition of memorial plaques honoring the
contributions made by Mayor William"Billy"Kenoi and Madie Greene.
Committee Member Ashley L. Kierkiewicz provided background. Parks and Recreation Director
Maurice Messina was present in the Kona Council Chambers while Business Manager Reid Sewake
was available in the Hilo Council Chambers to answer any questions from the Committee.
Committee Member Susan L. K. Lee Loy and Committee Chair Matt Kaneali`i-Kleinfelder commented
in support of this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 450-24, and
recommends its adoption.
