Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 452-24 reports as follows:
Resolution No. 452-24, transmitted by Finance Director Diane Nakagawa via Communication
No. 767, dated March 1, 2024, authorizes the Mayor to enter into an agreement with Arizona
State University.
This resolution authorizes the Department of Research and Development to collaborate with
Arizona State University to assist with the department's intervention of Public Utilities
Commission dockets, including Integrated Grid Planning, Electrification of Transportation,
Performance-based Regulation, Competitive Bidding, Microgrid, and consumer rate cases.
Hawaii County Research and Development Director Douglass Adams and Economic
Development Specialist Riley Saito were present in the Kona Council Chambers to provide more
information about the resolution. Meanwhile, Deputy Corporation Counsel Susanna Tiapula and
Dr. Kit Batten of Arizona State University attended via videoconference, contributing to the
presentation.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 452-24, and recommends its adoption.
