Subject: Bill 139 Animal control
Aloha council members,
I have concerns regarding Bill 139 and how it jives with State HRS as do other members of the informed
public (whose comments I'm partly referring to).
One main concern is that the police are not the agency to be handling animal issues. I understand that
there are times when police might need to intervene,but,by and large,having an entity like Human
Society(though they,too,are financially overburdened) or other specific animal protection/control
organization or agency would be far better than what is happening now.
It's clear that there's the issue of tax dollars. Our island needs and deserves a strong,well-funded animal
protection agency and shelters (aka Humane Society and/or other dedicated entity).There's plenty of
untapped wealth on this island,and it's in all of our interest to make sure animals are being treated
humanely (even if they need to be put down or controlled for other reasons).
Mahalo for revisiting and revamping this bill to the needs expressed by those who are more expert than
myself(a huge animal lover).
