Aloha Council Members,
I am writing to support the return of services to the Kalapana Transfer Station through Bill 140-24. While I
realize that the ongoing waste issues on this island and budgetary considerations make it hard to have full
services everywhere all the time, it is unreasonable to only have our transfer station open once a week, and
then to see it fill up with cardboard and recyclables. We are a busy and populated area. Lots of dumping
happens along our roads that citizens and County employees have to clean up because we don't have access
to facilities. We then have to drive to Pahoa to dispose of this waste. We have large population of retired,
tourist, and ALICE households down here that don't have the means or inclination to drive. Many people
utilize the area for recreation and don't have access to trash facilities.The practical results of more transfer
station hours is less rubbish where it doesn't belong, more recycling diversion out of the waste stream, and an
overall reduction in whole costs to the taxpayers. We have traditionally had local attendants that don't need
access to County vehicles, attendants that one would assume are paid a lower wage and have a vested
interest in keeping the community free of dumping. I would encourage the County to continue that hiring
trend. We are taxed at a residential rate but have few residential services, waste management seems a
minimum service. I appreciate your consideration of this bill and kuleana.
