ROLL CALL: Present: Ms. Ashley L. Kierkiewicz, Chair Mr. Holcka Goro Inaba, Vice Chair Ms. Cindy Evans, Member Ms. Michelle M. Galimba, Member Ms. Jenn Kagiwada, Member Ms. Heather L. Kimball, Member Absent & Excused: Mr. Matt Kane ali`i-Kleinfelder, Member Ms. Susan L. K. Lee Loy, Member Ms. Rebecca V illegas, Member STATEMENTS The Chair directed the Committee to proceed to the next order of business, FROM THE Statements from the Public on Agenda Items. PUBLIC ON AGENDA ITEMS: (There were none,) BILLS FOR The Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. PCPLUD- I 1 February 20, 2024 Bill 127: AMENDS CHAPTER 25, ARTICLE 2, DIVISION 4, SECTION 25-2-44, OF THE HAWAI`l COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO CONDITIONS ON CHANGE OF ZONE Requires the Planning Director to include time constraints for the completion or satisfaction of conditions imposed in change of zoning district ordinances. Reference: Cormn.694 Intr. by: Mr. Inaba Postponed: February 7, 2024 (Note: There is a motion by Mr. Inaba, seconded by Ms. Kagiwada, to forward Bill 127 to the Planning Director and Planning Commissions.) CHR. KIERKIEWICZ: Thank you, Mr. Clerk. We had robust discussion at our last committee meeting and our Planning Director did request that this body postpone the measure by two weeks so that we ease the load on our volunteer Planning Commissions. But Mr. Inaba, before we move it on to Commissions because there is a standing motion on the floor, do you have anything else that you want to add? MR. INABA: No. Thank you, Chair, for getting us back to where we were at our last hearing, and I do ask for everyone's support to get those recommendations from our Planning Commissions and our Planning Director. Thank you. CHR. KIERKIEWICZ: Okay. And just for the viewing public, this particular bill, it's a change to Chapter 25, which means that we must get the review of our Planning Director as well as Planning Commissions. Once we get their mana`o, it gets sent back to this body where we have further deliberations before moving it on to Council. Okay. There is a motion on the floor to forward Bill 127 to the Planning Commissions. All those in favor, please say "aye." Vote on Motion The vote on the motion to refer Bill 127 to the Planning to Refer: Director and Planning Commissions was carried by the (Approved) following voice vote: Ayes: Committee Members Evans, Galimba, Inaba, Kagiwada, Kimball, and Chair Kierkiewicz — 6. Noes: None. Absent: Committee Members Kaneali`i-Kleinfelder, Lee Loy, and Villegas — 3. Excused: None.
