Hawaii County Council Chairman James Arakaki & Councilmembers. co This is in support of the requested change of ordinance amQncling Article 1, Chapter 14 of the Hawaii County Code relating to the consumption of alcoholic beverages on county property. I live directly across the street from White Sands Beach County Park. We are having problems with numerous young people occupying the limited parking spaces in front of the beach, just drinking beer, playing their car radios loudly, but not using the beach. They cross the street and urinate on 9~'ar~/ our property. When a police car appears, they hop over the mss rail with their beer, and onto beach/park property. Parking is at a premium and prohibited parking is ignored. Getting rid of the drinkers would improve this situation as well. Also, with all the liquor consumption in parks and beaches, undoubtedly is responsible for many of the DUI arrests, at least the numbers should verify this, if you approve the change of ordinance.
