Proposed Amendments to Bill No. 143; an Ordinance to Initiate an Amendment to
Article III, Section 3-2, of the Hawaii County Charter (2022 Edition), Relating to
County Council Terms.
Attached please find proposed amendments to Bill No. 143. The proposed amendments are
shown below in Rainseyer format with respect to the contents of Bill No. 143. Material to be
deleted is bracketed and stricken, and material to be inserted is underscored. A copy of the new
draft of this bill that would result if the proposed amendments were adopted is not attached.
1. SECTION 1 of Bill No. 143, which amends article III, section 3-2 of the Hawaii County
Charter (2022 Edition) is amended to read as follows:
"Section 3-2. Composition and Terms.
There shall be a county council composed of nine members. There shall be nine
council districts, each of which shall be represented by a resident elected from that
district. The terms of the council members shall be four years and shall begin at twelve
o'clock meridian on the first Monday of December after their election. The terms of the
council members shall not exceed [#luee] two consecutive four-year terms. Candidates
shall be elected in accordance with the election laws of the state, insofar as applicable."
2. SECTION 2 of Bill No. 143 is amended to read as follows:
"Any incumbent council member reelected in the 2024 election, either in the first
special election or second special election, shall serve a four-year term and, except when
such incumbent council member will have served for at least eight consecutive vears.
