These funds will be used to fund the Hazard Mitigation Grant Program (HMGP) — Post Mana Road Fire program to reduce the risk of wildfires. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $33,200. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED : FEMA approved and issued Hazard Mitigation Grant Program (HMGP) Post -Fire funds for Hawaii County, FM-5404-001-001 R, Community Fuels Reduction and Defensible Space, Phase I. The total project cost for Phase 1 is $41,500, and the County's share is $10,375, which will come from in -kind donations. We are also receiving federal funds of $2,075 for management costs at 100%. The total project cost with management costs is $43,575.00 Scope of Work (SOW): Hawaii County will take the necessary actions to prepare to implement our community fuels reduction and defensible space project. This project will reduce the risk of wildfire by reducing hazardous fuels across seven communities and create defensible space across five residential communities. Phase 1 will include developing an inventory of the exact locations for hazardous fuels removal and defensible space activities. Hawaii County will develop plans and procedures for Best Management Practices Standards, per Hawaii's regulations, and conduct public outreach to property owners. Additionally,coordination with regulatory authorities, permitting officials, and grant officials will be included in Phase 1. Phase 1 is expected to take six months.
