RESOLUTION NO. 473 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I COUNTY
ECONOMIC OPPORTUNITY COUNCIL FOR A REIMBURSEMENT OF EXPENSES
RELATING TO THE KEA'AU FAMILY FUN DAY.
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3) nonprofit organization with a mission to prevent, alleviate, and eliminate poverty on
Hawai`i Island; and
WHEREAS, HCEOC partnered with Jarneski Rentals to host a Kea'au Family Fun Day,
which was a free, family-friendly, community event held on March 29, 2024, at Herbert Shipman
Park; and
WHEREAS, the Kea'au Family Fun Day included an egg hunt, waterslides, bounce
houses, face painting,balloon artist, live music, food trucks, and picture taking with the Easter
Bunny; and
WHEREAS, HCEOC is requesting a reimbursement for the expense of hiring four
special-duty police officers to ensure the safety of those attending the Kea'au Family Fun Day;
and
WHEREAS, the Department of Liquor Control supports organizations that provide
programs, projects, or activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to HCEOC for a reimbursement of expenses relating to the
Kea'au Family Fun Day.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
