RESOLUTION NO. 476 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAI`I
SOCIETY OF OBSTETRICIANS AND GYNECOLOGISTS TO SUPPORT ITS
RESIDENCY ROTATION PROGRAM.
WHEREAS, the Hawai`i Society of Obstetricians and Gynecologists (HSOG) is a
501(c)(3) nonprofit organization whose purpose is to advance the cooperation and interaction of
physicians involved in Women's Health Care and to improve and expand Women's Health Care;
and
WHEREAS, the State of Hawai`i is facing a severe shortage of health care providers
with rural communities such as the County of Hawai`i experiencing higher rates of vacancies
than urban communities; and
WHEREAS, HSOG is working in collaboration with the University of Hawai`i's John A.
Burns School of Medicine (JABSOM) Residency Training Program in Obstetrics and
Gynecology to address the physician shortage on Hawai`i Island through its Residency Rotation
Program that rotates twelve 3rd and 4th year medical resident physicians to Hawai`i Island for
training to increase rural health medical practitioners on Hawai`i Island; and
WHEREAS, HSOG is requesting funds to assist with resident housing for twelve 3rd and
4th year medical resident physicians to practice on a monthly rotation at Hilo Medical Center;
and
WHEREAS, one of the goals of the Department of Research and Development is to
advance our island economy through diverse job and entrepreneurial opportunities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Research and Development to provide a grant to the Hawai`i Society of Obstetricians and
Gynecologists to support its Residency Rotation Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
