A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS COMMUNITY
DEVELOPMENT GROUP FOR THE 2024 HILO LEI DAY FESTIVAL AT KALĀKAUA PARK.
WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) nonprofit organization that works to strengthen communities through the cooperative development of programs
and services for East Hawai‘i, especially for youth and families; and
WHEREAS, the Hilo Lei Day Festival has been held for 19 years in downtown Hilo celebrating lei culture, with this year’s event being held on May 1, 2024, at Kalākaua Park; and
WHEREAS, GCDG is working in partnership with Hilo Lei Day Festival for this free community event, sharing traditional lei making and its cultural foundation based in agriculture, native
plants, and medicinal lore in honor and perpetuation of the Hawaiian culture; and
WHEREAS, GCDG is requesting funds for a master of ceremony, hālau hula, and a Kahu honoraria; and
WHEREAS, the Department of Liquor Control supports organizations that promote family-friendly events and activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Liquor Control to provide a grant
to the Grassroots Community Development Group for the 2024 Hilo Lei Day Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

authorized to make the necessary transfers in accordance with the terms of this resolution.
