Your Committee on Governmental Operations and External Affairs,to which was referred
Communication No. 782, reports as follows:
Communication No. 782, transmitted by Mayor Mitchell D. Roth, dated March 12, 2024,
requests the Council's review and confirmation of the nomination of Emily Taaroa to the Water
Board.
Deputy Managing Director Robert Command was present in the Kona Council Office to
introduce Ms. Taaroa, who was present in the Hilo Council Chambers.
Several members spoke in favor of the appointment.
Pursuant to Article VIII, Section 8-2 of the Hawai'i County Charter, members of the Water
Board shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 782, and recommends confirmation of the appointment of
Emily Taaroa to the Water Board.
