Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 464-24, reports as follows:
Resolution No. 464-24, transmitted by Finance Director Diane Nakagawa via Communication
No. 784, dated March 13, 2024, adopts the 2024 County of Hawai`i Annual Action Plan for the
County of Hawai`i Community Development Block Grant, Home Investment Partnerships, and
Housing Trust Fund programs and authorizes the Mayor of the County of Hawai`i to execute and
submit the Action Plan and all other related documents to the United States Department of
Housing and Urban Development.
The 2024 County of Hawai`i Annual Action Plan describes the projects and activities that will be
executed by the County to provide decent housing, suitable and safe living environments, and
create affordable housing for low-income households.
Hawai`i County's Housing and Community Development Specialist Royce Shiroma was present
in the Hilo Council Chambers to provide more information about the resolution.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 464-24, and recommends its adoption.
