No. 781/Bill No. 142 PLACE: Council Chambers Hilo, Hawaii TIME: 9:01 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 142, reports as follows: Bill No. 142, transmitted by Finance Director Diane Nakagawa, via Communication No. 781 dated March 13, 2024, adopts a pay plan for persons employed by the County other than those whose pay is otherwise provided for, designating payroll periods, pay days, prescribing requirements with respect to official fidelity bonds, and repealing Ordinance No. 23-46 and all amendments thereto, said ordinance to be known as the Salary Ordinance of 2024. This bill establishes rates of compensation for appointed employees in the Legislative Branch and the Office of Housing and Community Development, the County Physician, Student Helpers, and Senior Community Services Aids for various County agencies, and incorporates updates to minimum wage positions. Committee Member Holeka Goro Inaba wanted to confirm that the only changes being made compared to the current Salary Ordinance were in Section 7.01 and Section 7.02. Human Resources Director Sommer Tokihiro nodded in agreement. Program Specialist Michelle Lamkin appeared before the Council to answer a question from Committee Member Cindy Evans. Ms. Evans asked Ms. Tokihiro and Ms. Lamkin if it was possible to hire someone and have them start immediately instead of having a new hire start at the next pay period. Ms. Tokihiro told Ms. Evans that it is possible to have someone start immediately, but it would require the approval of the Finance Director. Ms. Evans commented on the low pay rate that a full-time employee could receive. She stated that seeing such a low pay rate for full-time staff in the Legislative Branch is disappointing. Committee Member Rebecca Villegas thanked Ms. Evans for that statement, as she was also disappointed to see that.
