HomeMy WebLinkAboutCOM 0763.009 2022-2024 P/Gounci Sill lam( cO44.10 From: Page Else Sent: Friday, March 29, 2024 4:49 PM To: Council Testimony Subject: Bill 139 needs strengthening I do not believe the county is doing enough to solve the extremely serious animal control issues we have had on this island.The fact that dog bites/attacks have gone up 300%in the past 4 years demonstrates this.That human deaths and childhood scarring and trauma have occurred is scandalous and intolerable, and a failure of government. There must be a more immediate and strong response with enforcement and punishment for dog owners who do not restrain their animals or limit aggressive behavior. I myself am limited from walking in my neighborhood by the fear of dogs. I also own property in Hawaiian Ocean View Estates and when I check on that property I am terrified of the possibility of stray vicious dogs. This is an issue that is close to the lives of Hawaii County residents and must be solved. Funding must be put behind it, but also laws that will be enforced increasing fines and punishments for dog owners that do not properly care for and restrain their pets.This bill is not adequate and must be strengthened to address these critical problems.
