I oppose: COUNTY OF HAWAI'I, STATE OF HAWAI'I BILL NO. 143: AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLE III, SECTION 3- 2, OF THE HAWAI'I COUNTY CHARTER( 2022 EDITION), RELATING TO COUNTY COUNCIL TERMS. 1) The Council Members and ALL of the County Administrative Staff including all of the Agency heads received a 22.44% increase this year. We are paying more and getting less. The budget is at an all time high. 2. The Council voted and passed an Ordinance to re-approve all of the appointed County Administrators (Mayor's staff) every two years to ensure that they are doing their jobs. Roth vetoed this the first time but it was overridden by Council. This is a good thing .because Roth and staff have 4 year terms x 2 terms. https://bigisland now.com/2023/12/29/hawaii-cou ntys-top-leadership-to-qet-pay-raises-for-first-time-in- 5-years/ In the past councilmembers who were elected who proved to be either unqualified, ineffective, or who didn't put in work with regard to reading the council packets in preparation for the council meetings. Campaigning every two years is a distraction and takes effort. However good council members, generally get re-elected as a rule. Two years terms are a good length of time because if a district gets what proves to be a council member that does represent the interests of their district or doesn't do the work, then there is relatively little damage done.
