It probably keeps council members from focusing on the issues they were elected to do. However, the U.S. House of Representatives does it. Maybe it's not the 2 year terms as much as the way our system has become so dependent upon raising money and having longer campaigns. Maybe shortening the length of time a candidate can campaign with signs, ads, etc. could be shorter. As much as I'd like to see some council reps stay in office forever, that's not generally helpful. I could live with 2 3-year terms if that would help council reps get more work done on the public's behalf, but I'm strongly opposed to allowing a longer consecutive time in office, especially 3 4-year consecutive council terms.
