Dear Members of the Policy Committee,
I am writing to express my strong support for Bill 144-24, which seeks to permit beekeeping and
the siting of apiaries across all zoning districts. I believe that this bill is crucial for the well-being
of our community and the preservation of our natural environment. Below are some key reasons
why I wholeheartedly endorse Bill 144-24:
1. Environmental Impact: Beekeeping is essential for pollination, which plays a vital role in
maintaining the health and biodiversity of our local ecosystems. Allowing beekeeping across all
zoning districts will support the preservation of our natural environment and enhance agricultural
productivity.
2. Community Engagement: Bill 144 encourages community participation and engagement in
beekeeping activities. By allowing public involvement in beekeeping across all zoning districts,
this legislation fosters a sense of community ownership and responsibility for environmental
stewardship.
3. Economic Benefits: Beekeeping offers valuable economic opportunities for local beekeepers,
farmers, and businesses. Access to beekeeping in all zoning districts can stimulate economic
growth, create jobs, and enhance the resilience of our agricultural sector. Additionally, Hawaii
Island plays a significant role in producing Queen Bees, supplying a substantial percentage of
queen bees to the Continental US and Canada.
4. Food Security: Bees are essential pollinators for many food crops. Supporting beekeeping
through Bill 144 ensures the continued availability of locally grown fruits, vegetables, and
agricultural products, contributing to food security for our communities.
5. Best Management Practices: Establishing Best Management Practices for apiaries
demonstrates a commitment to the health and well-being of bee colonies. These practices will
help ensure that beekeeping activities are conducted responsibly, promoting the longevity and
productivity of bee populations.

I also appreciate the provision in the bill that allocates funding to the County's Department of
Research & Development annually. This funding will enable technical assistance to be provided
by local beekeepers to those interested in learning more about bees or starting an apiary, further
promoting education and awareness in our community.
In conclusion, I urge the Policy Committee to support and pass Bill 144-24. This legislation is
not only beneficial for our environment and agriculture but also for the well-being and prosperity
of our community as a whole.
