HomeMy WebLinkAboutRES 484 Draft 01 2022-2024-iv� F N� COUNTY OF HAWAVI STATE OF HAWAII �rE14f.NAi}Y RESOLUTION NO. 484 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH EXPENSES RELATING TO THE HALA FESTIVAL AT THE MAKU`U FARMERS MARKET. WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawaii Island through the sponsorship of festivals, programs, and special events unique to this island; and WHEREAS, BIRCDC is the fiscal sponsor of the Hala Festival, which is coordinated by the Big Island Invasive Species Committee and Pohaku Pelemaka to celebrate the rich cultural heritage and ecological importance of hala (Pandanus tectorius) and to foster community cohesion through education on preserving and protecting hala fiom invasive species and habitat loss; and WHEREAS, the Hala Festival is a free, community event scheduled to take place on Saturday, May 18, 2024, at the Maku`u Farmers Market; and WHEREAS, BIRCDC is requesting funds to cover expenses for event media services (photography, videography, and social media), printing services for stickers and banners, cultural experts for the opening ceremony and lauhala weaving workshops, weaving materials, live entertainment, and rental of sound system equipment; and WHEREAS, the Department of Liquor Control supports organizations that provide programs, projects, or activities in a drug -free and alcohol -free environment; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAYI that Contingency Relief finds from Council District 3 will be appropriated to the Department of Liquor Control to provide a grant to Big Island Resource Conservation and Development Council to assist with expenses relating to the Hala Festival at the Maku`u Farmers Market. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,500 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $2,500 CREDITED TO: 010.251.5251.39 Department of Liquor Control $2,500 Public Programs 115 Misc. Contract Services (Big Island Resource Conservation and Development Council—Hala Festival) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this • resolution to the Director of Liquor Control and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
