HomeMy WebLinkAboutRES 452 Draft 02 2022-2024RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH ARIZONA STATE UNIVERSITY
WHEREAS, the Department of Research and Development wishes to enter into an agreement with Arizona State University (ASU); and
WHEREAS, the agreement is for ASU to aid the County in its intervention of Public Utilities Commission (PUC) dockets, including Integrated Grid Planning, Electrification of Transportation,
Performance-Based Regulation, Competitive Bidding, Microgrid, and consumer rate cases; and
WHEREAS, Hawai‘i Revised Statutes, Section 46-7, requires that County departments obtain the consent of the council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant
to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I, in accordance with section 46-7, Hawai‘i Revised Statutes, that the Mayor of the County of Hawai‘i is authorized to execute, on
behalf of the County, an agreement and related documents with Arizona State University to provide aid to the County as described above.
BE IT FURTHER RESOLVED that the Director of Research and Development is hereby requested to submit to the Council an annual report detailing Arizona State University’s efforts to aid
the County in its interventions of Public Utilities Commission dockets as authorized by this resolution.
BE IT FURTHER RESOLVED that prior to Arizona State University intervening in new dockets on behalf of the County of Hawai‘i, the Council shall be briefed and provide thematic guidance
or policy direction regarding the County’s position that ASU would advocate for.
BE IT FURTHER RESOLVED that this body urges the Director of Research and Development to provide an internship or fellowship opportunity for a Hawai‘i Island college or university student
or students to assist ASU with the work hereinabove described, and thereby increase local expertise in renewable energy matters, familiarity with the regulatory framework for public
utilities in general, and capacity in navigating PUC proceedings in particular.
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawai‘i shall transmit copies of this resolution to the Office of Management, the Finance Department, and the Department
of Research and Development.
