At the same time there homes with dogs being tied up, starved and neglected in plain site. And some (on Aianola for instance) with dog pens and roosters do you know these dogs (and roosters) are being kept for fighting. It's abused and neglected dogs that attack others. The taws on animal fighting havd to be more severe and enforced. We should not be sequestered to our homes, afraid to walk with outer families because of wild dogs or even owned ones that have been treated so cruelly that they would attack humans and other dogs. Dogs should require licenses and shots and getting fixed if not breeding them and no dogs should be kept on tethers or in solo cages, they are social animals. I would like to let my kids ride bikes or play in the yard without fear. More patrols for aggressive dogs and humans would be a great use of taxpayer dollars especially in Puna!
