RESOLUTION NO. 48'7 24
A RESOLUTION AUTHORIZING THE PLANNING DEPARTMENT TO AWARD
FUNDS TO THE PAHOA LAVA ZONE MUSEUM THROUGH THE GEOTHERMAL
RELOCATION AND COMMUNITY BENEFITS PROGRAM.
WHEREAS, chapter 2, article 25, section 2-139(a)(3)(A) of the Hawai`i County Code
1983 (2016 Edition, as amended), hereinafter"the Code", states "[g]rant awards in excess of
$25,000 to nonprofit organizations shall specifically identify the organization receiving the grant
funds and the purpose for which the grant funds shall be used in an ordinance or resolution"; and
WHEREAS, chapter 2, article 25, section 2-136(5) of the Code defines "nonprofit
organization" as "an organization organized for other than profit-making purposes and which has
a current 501(c)(3)tax-exemption from the Internal Revenue Code"; and
WHEREAS, Pahoa Lava Zone Museum is a nonprofit organization as defined above;
and
WHEREAS, the Planning Department wishes to provide $65,000 to the Pahoa Lava
Zone Museum for the purpose of purchasing and installing surveillance systems in Pahoa
Village; and
WHEREAS, this grant will be used to purchase, install, and maintain twenty-five (25)
surveillance systems throughout Pahoa Village, which will consist of eight cameras each, and
further be used to train on-site representatives to effectively host, manage, and operate these
systems; and
WHEREAS,passive surveillance infrastructure is a demonstrated deterrent to criminal
activity; and
WHEREAS, these surveillance systems will provide comprehensive coverage for
surrounding businesses, sidewalks, and other public places; and
WHEREAS,the Pahoa Public Safety Partnership convened stakeholders from the public
and private sectors in the first annual Crime Prevention Summit on August 10th, 2023, to
develop strategies for a safer Pahoa, with a focus on trespassing enforcement, built environment
improvements, youth engagement, and mental health support; and
WHEREAS, a key outcome of the summit was the collective recognition of the need to
bolster security measures in Pahoa Village; and
WHEREAS, the surveillance data from these systems will be made available to the
County, including the Police Department, Office of the Prosecuting Attorney, Hawai`i Fire
Department, Mass Transit Agency, Department of Parks and Recreation, and the Department of
Public Works, and will support investigations of reported crimes and help inform resource
allocation for initiatives to address homelessness, mental health support,medical assistance,
housing, and social services in Lower Puna; and
WHEREAS, under chapter 2, article 36, section 2-181(5) of the Code, allowable
expenditures of the Geothermal Relocation and Community Benefits Fund for public purposes
include, but are not limited to, road improvements, water infrastructure, land acquisition,parks
and recreational facility needs, civil defense, and mass transit improvements in Lower Puna;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that,
pursuant to chapter 2, article 25, section 2-139(a)(3)(A) of the Code, the Planning Director is
hereby authorized to provide a grant of$65,000 to Pahoa Lava Zone Museum for the purposes
hereinabove described and further authorized to make the necessary expenditures out of and
from the Geothermal Relocation and Community Benefits Fund in accordance with the terms of
this resolution.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Mitchell D. Roth, Mayor of the County of Hawai`i; Diane
Nakagawa, Director of Finance; Zendo Kern, Planning Director; Stephen Pause, Director of
Public Works; Victor Kandle, Mass Transit Administrator; Maurice Messina, Parks and
Recreation Director; Benjamin Moszkowicz, Chief of Police; Kazuo Todd, Fire Chief; and the
Honorable Kelden Waltjen, Prosecuting Attorney.
