RESOLUTION NO. 495 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAMAKUA HEALTH
CENTER,INC., FOR THE 2024 HONOKA`A WESTERN WEEK FESTIVAL.
WHEREAS, Hamakua Health Center, Inc. (HHC), is a 501(c)(3) nonprofit organization
that serves Hawaii Island by providing accessible, affordable, quality health care, and
educational services with an emphasis on individual and community wellness; and
WHEREAS, HHC is partnering with the Honoka`a Business Association to organize the
2024 Honoka`a Western Week festival, which is a celebration of paniolo culture that fosters a
true sense of community,tradition, and pride; and
WHEREAS,this event, attended annually by thousands of Hawaii Island residents and
visitors, has increased economic tourism for Hawai`i Island by promoting Honoka`a town as a
tourist destination; and
WHEREAS,the 2024 Honoka`a Western Week festival will be held May 18-27,
showcasing and promoting the rich and diverse cultural resources of Hawai`i Island, making
positive contributions to the quality of life for its residents and visitors; and
WHEREAS, events and activities during the festival include a parade, a block party with
food and vendor booths, cooking competitions with public tasting,talent performances, rodeo,
historical photo displays, and paniolo music; and
WHEREAS, HHC is requesting funds to help with public outreach, and the following
equipment rentals: audio visual sound system, lighting, stage,tents,portable toilets, and trash
dumpsters; and
WHEREAS,the Department of Parks and Recreation supports this outreach event as it
falls within its Culture and Education program to promote,perpetuate, and encourage activities
and programs in culture, art, history, and humanities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Parks and Recreation to provide a grant to Hamakua Health Center, Inc.,to help fund the 2024
Honoka`a Western Week festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
