These funds will be used to complete a Community - Based Hilo Resilience and Watershed Management Plan. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $2,000,000. REQUEST: A resolution authorizing the Mayor to enter into an agreement with the National Fish and Wildlife Foundation to accept grant funds, and an ordinance amending Ordinance No. 23-50, the operating budget for the County of Hawaii for 23-24 to appropriate the funds. B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED): The Department of Research and Development has been awarded grant from the National Fish and Wildlife Foundation's 2023 National Coastal Resilience Fund Program in the amount of $2,000,000. The grant will be used to complete a Community -Based Hilo Resilience and Watershed Management Plan that recommends solutions protecting Hilo Bay communities and natural resources. The plan will recommend watershed management strategies for the watersheds feeding into Hilo Bay that affect Hilo Bay's water quality. The plan will feature nature -based solutions, indigenous knowledge, community engagement, and the plan will include a comprehensive review of funding sources needed to implement the recommendations. This request is to accept the funds and to amend the operating budget for 23-24 in order to receive and expend these grant funds.
