Brown Deputy Dtreclor Enclosed is a bill for an ordinance amending the Capital Budget to increase the current fiscal year's appropriation of the Bridge Repair Projects — Honolii & Kaiwilahilahi Streams - Fed project by $14,282,000 bringing the total to $20,282,000. This additional appropriation will be used rehabilitate the integrity of the bridges. The Department of Public Works is requesting that this bill be waived from the Finance Committee and be placed on the May 1, 2024 Council agenda in order to expedite the receipt of these funds. REQUEST: The Department of Public Works Engineering Division is requesting an amendment to Ordinance 23-51, as amended, by adding appropriation to the Capital Budget for additional federal funding for the following project: Bridge Repair Projects - Honolii & Kaiwilahilahi Streams - Federal (110.388.6383.35) - $14,282,000 Federal Grants Receivable - $14,282,000 To expedite the availability of additional federal funds for this project, we are requesting to waive the Finance Committee meeting and be placed on the May 1, 2024 Council meeting agenda. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED), Additional federal funds were awarded on 1215/23 and 3/12/24 for Federal Aid Project - Project No. BR- 0100(083) - Honolii Stream Bridge and Kaiwilahilahi Stream Bridge Structural Repairs and Preservation. These bridges are in need of repair. This project will rehabilitate the intergrity of the bridges. This is an Infrastructure Investment and Jobs Act (IIJA) grant, provided 100% federal funds. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason,I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
