Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 147, reports
as follows:
Bill No. 147, transmitted by Public Works Director Stephen M. Pause via Communication
No. 803, dated March 25, 2024, amends Chapter 24, Article 10, Division 5, Section 24-279,
Schedule 27 of the Hawaii County Code 1983 (2016 Edition, as Amended), Relating to Parking
on Pavement Prohibited at All Times.
This bill adds a provision prohibiting parking on pavement at all times for a portion of the east
side of Government Road in Ka`u, near its junction with Ninole Loop Road.
Director Pause commented that Traffic Division typically makes these changes by request and as
reviewed and applied against the typical road safety standards. He stated this particular issue was
raised by the local community association and Emergency Medical Services concerns about
access to the beach.
Your Policy Committee on Infrastructure and Assets is in accord with the purpose and intent of
Bill No. 147, and recommends its passage on first reading.
