A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MALAMA 0 PUNA TO
SUPPORT THE BLACK SANDS BEACH COMMUNITY ASSOCIATION'S MALAMA
KEIKI PROGRAM.
WHEREAS, Malama 0 Puna is a 501(c)(3) nonprofit, volunteer service organization
whose mission is to provide resources to maintain a safe and healthy community through
environmental education, hands-on projects, advocacy, watchdogging, and land trusting; and
WHEREAS,the Black Sands Beach Community Association's Malama Keiki program
is conducted during each major school break and plays a crucial role in promoting the well-being
and educational development of youth through structured activities encompassing science,
reading, math, music, art, and chess; and
WHEREAS, Malama 0 Puna will serve as the fiscal sponsor for the Malama Keiki
summer program to be held June 10-14, 2024, which will be free for all keiki in the Black Sands
Beach subdivision and conducted in a safe environment where they can learn and have fun; and
WHEREAS, Malama 0 Puna is requesting funds to purchase an SRA Reading Lab
learning kit, eight ukulele, 13 box sets of chess, checkers, and tic-tac-toe, and six folding tables
for the Malama Keiki program; and
WHEREAS, one of the goals of the Department of Liquor Control is to support public
programs for youth that promote educational activities in a drug- and alcohol-free environment;
and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Malama 0 Puna to support the Black Sands Beach
Community Association's Malama Keiki program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
