Re: Operating Budget
The County of Hawai`i Department of Environmental Management has been awarded
$200,000 from the State of Hawai`i, Department of Agriculture. These funds will be
used to control green waste,palms, and other"host material"to minimize breeding
grounds of the Coconut Rhinoceros Beetle.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $200,000.

A. REQUEST:
A resolution authorizing the Mayor to enter into an agreement with the State of Hawai'i, Department of
Agriculture to accept to accept funds for the efforts to control greenwaste, palms, and other"host material" to
minimize the breeding ground of the Coconut Rhinoceros Beetle. An ordinance amending Ordinance No. 23-
50, the operating budget for the County of Hawai'i for FY 23-24 is also requested to appropriate the following
revenues:

And, to appropriate the following expenditures:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii Department of Agriculture (HDOA) would like to distribute $200,000 to each County for
the purpose of controlling green waste and minimizing breeding grounds for the Coconut Rhinoceros Beetle
(CRB). The funds will be used for implementing public awareness campaigns to help prevent the spread of
the CRB by implementing monitoring programs which identifies the threat, detection and prevention, promote
best practices and management, encourage community participation and reporting to control greenwaste to
minimize the breeding ground of the CRB. Implementing outreach and education is important to help control
the CRB populations to protect coconut palms, and other plant species. With the County providing greenwaste
and mulch services, controlling the CRB population in Hawai'i is crucial for the preservation of biodiversity,
mitigation of economic losses, ecological impacts, and impacts to cultural resources.
This request is to accept the funds and to amend the operating budget for FY 23-24 in order to receive the
funds and to expend these funds upon execution of an agreement with the HDOA.
