REPORT OF THE <br /> LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br /> DATE: April 30, 2024 Re: Comm. No. 814/Res. No. 486-24 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution <br /> No. 486-24, reports as follows: <br /> Resolution No. 486-24, transmitted by Council Member Cindy Evans, via Communication No. 814, <br /> dated April 2, 2024, authorizes the Director of Finance to enter into negotiations for the acquisition <br /> of lands or a conservation easement for all or a portion of the property identified as Tax Map <br /> Key: 7-1-003:010, also known as `Anaeho`omalu Kapalaoa, situated in the Ahupua'a of <br /> Pu'uanahulu, District of Kona, utilizing the Public Access, Open Space, and Natural Resources <br /> Preservation fund. <br /> The County seeks to acquire approximately 27.38 acres of land to protect and preserve cultural and <br /> natural resources and open certain areas of the property for education, gathering, and cultural <br /> practices. The parcel is listed as priority number one in the 2023 Annual Report of the Public Access, <br /> Open Space, and Natural Resources Preservation Commission. <br /> Finance Property Manager Hamana Ventura provided an overview of this project and asked that we <br /> move forward with this acquisition. Reyna Ramolete Hayashi, Aloha `Aina Project Manager at the <br /> Trust for Public Land's Office also provided information,background,photos of the area, and <br /> commented on the projected timeline. <br /> Committee Chair Holeka Inaba clarified that the property is purchased by the Trust, is transferred to <br /> the nonprofit, and that the County is purchasing the conservation easement for the property with <br /> Public Access, Open Space, and Natural Resources Preservation funds.
