Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 148, reports
as follows:
Bill No. 148, transmitted by Mayor Mitchell D. Roth, via Communication No. 815, dated
March 20, 2024, amends Section 25-8-33 (City of Hilo District Zone Map), Article 8, Chapter 25
(Zoning) of the Hawaiʻi County Code 1983 (2016 Edition, as Amended), by changing the District
Classification from Single-Family Residential – 10,000 square feet (RS-10) to Industrial – Commercial
Mixed – 20,000 square feet (MCX-20) at Hilo, Hawaiʻi, covered by Tax Map Key: 2-2-036:076.
(Applicant: Manono Corner, LLC) (Area: 21,023 square feet).
The Windward Planning Commission forwards its favorable recommendation for this change of zone
request, which would allow the applicant to demolish three existing structures and construct a
single-story structure for retail and/or office uses, onsite parking, and access driveways. This property
is located on the corner of East Lanikāula Street and Manono Street, Waiākea House Lots, South Hilo.
Planning Consultant Sidney Fuke and applicant Robert Hamilton were in attendance. Mr. Fuke gave
an overview of the project. Planning Director Zendo Kern stated that this request is in line with the
General Plan.
Council Member Lee Loy stated that the conditions as outlined provides assurances to the neighbors
with concerns. Mr. Kern responded to inquiry from Council Members Kagiwada and Evans regarding
residential uses, light industrial uses, and parking.
Chair Inaba questioned Corporation Counsel Elizabeth Strance regarding Condition H’s limitation on
uses and requested guidance from her. Ms. Strance stated that Condition H is not a condition stated in
the Zoning Code, and that she will provide more information on this at the next hearing.

Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Bill No. 148, and recommends its passage on first reading.
