No. 817/Bill No. 150 <br />PLACE: Council Chambers <br /> Kailua-Kona, Hawai‘i <br />TIME: 9:01 a.m. <br /> <br />Council Chair and Members <br />Hawai‘i County Council <br />Hilo, Hawai‘i 96720 <br /> <br />Your Committee on Legislative Approvals and Acquisitions, to which was referred Bill No. 150, reports <br />as follows: <br /> <br />Bill No. 150, transmitted by Mayor Mitchell D. Roth, via Communication No. 817, dated <br />March 19, 2024, amends Ordinance No. 10-101, which reclassified lands from Agricultural – <br />Twenty Acres (A-20a) and Single-Family Residential – 7,500 square feet (RS-7.5) to Single-Family <br />Residential – 15,000 square feet (RS-15), Single-Family Residential – 10,000 square feet (RS-10), <br />Single-Family Residential – 7,500 square feet (RS-7.5), and Open at Pahoa, North Kohala, Hawaiʻi, <br />covered by Tax Map Key: 5-5-019:025 and 027 (portions) (Applicant: Hawaiʻi Island Community <br />Development Corporation) (Area: approximately 18.38 acres). <br /> <br />The Leeward Planning Commission forwards its favorable recommendation for the applicant’s <br />request for a five-year time extension to Condition C (Final Subdivision Approval) for the <br />development of Phase 3 of the Kumakua Self Help Housing Project. The property is located along <br />the makai side of Akoni Pule Highway, approximately 600 feet west of Kohala High and Elementary <br />School Complex. <br /> <br />Planning Director Zendo Kern and Executive Director of Hawaii Island Community Development <br />Corporation Keith Kato were in attendance. Mr. Kato gave an overview of the project and stated <br />that they are ready to move forward. <br /> <br />Committee Chair Holeka Inaba stated that this extension of time went from five to ten years, and that <br />the recommendation for the ten years came from the Planning Department. Chair Inaba commented <br />that Condition K refers to the specific project that we are granting an extension for, and should <br />self-help not be developed, we would be allowing a future property owner to perform the bare <br />minimum. Mr. Inaba also stated that he is supporting this and requested a meeting with Mr. Kato <br />prior to the next meeting. <br /> <br /> LAAC Report No. 56 <br /> <br />
