Your Committee on Legislative Approvals and Acquisitions,to which was referred Bill No. 151, reports
as follows:
Bill No. 151, transmitted by Mayor Mitchell D. Roth, via Communication No. 818, dated
March 19, 2024, amends Ordinance Nos. 00-90 and 91-27, which reclassified lands from Open (0)
to Village Commercial (CV-10) at Keahuolu,North Kona, Hawai`i, covered by Tax Map
Key: 7-4-015:015 (portion) (Applicant: Lili`uokalani Trust) (Area: 0.874 acre).
The Leeward Planning Commission forwards its favorable recommendation for the applicant's
request to delete Condition B (time to submit and secure Final Plan Approval), Condition C (time to
commence construction), Condition D (Eho Street improvements), Condition F (Eho Street/Queen
Ka`ahumanu Highway intersection improvements), and Condition K(Administrative Time
Extension). The property is located along the makai side of Queen Ka`ahumanu Highway between
Eho Street and the Kona Coast Shopping Center.
Planning Director Zendo Kern and Land Planning Manager for Lili`uokalani Trust representative
Bryan Esmeralda were in attendance. Mr. Esmeralda gave an overview of the project and stated that
the project is shovel ready.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent
of Bill No. 151, and recommends its passage on first reading.
