A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO ASSIST THE ANIMAL CONTROL AND PROTECTION
AGENCY WITH PURCHASING ANIMAL MICROCHIPS.
WHEREAS, Section 143-2, Hawai‘i Revised Statutes, requires that any person who owns or harbors a dog or cat that is three months old or over must have that dog or cat implanted with
a microchip identification; and
WHEREAS, stray animals and lost pets are a persistent concern for Hawai‘i Island, and before any animal can be placed into foster care, adopted, or reunited with its owner(s), the ownership
of the animal must first be verified, which is more easily done when the animal has been microchipped; and
WHEREAS, the Animal Control and Protection Agency works with its transfer partners to find homes for stray animals with positive dispositions to save as many as possible and to minimize
the need for euthanasia; and
WHEREAS, the Animal Control and Protection Agency is requesting funds to purchase microchips so that more stray animals and lost pets can be fostered, adopted, or reunited (if not already
microchipped) with their owners; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 6 will be appropriated to the Animal Control and Protection Agency to purchase
animal microchips.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
