Kailua-Kona, Hawai'i 96740 o, c; DATE: May 6, 2024 TO: Heather Kimball, Council Chair; and Members of the Hawaii County Council FROM: Dr. Holeka Goro Inaba, Council Member, Council District 8 'd'z SUBJECT: Recommendations for Waiwai Nonprofit Grant Organizations for FY 2024-2025 Enclosed for your review and consideration are the Legislative Approvals and Acquisitions Committee (LAAC) recommendations for the FY 2024-2025 appropriations for grants to nonprofit organizations. These reconunendations were made after reviewing all eligible applications that the Department of Finance provided via Communication No. 761.1, In accordance with Chapter 2, Article 25, section 2439(a)(1)(A) of the Hawaii County Code, $2,500,000 is appropriated to the County of Hawaii Waiwai Nonprofit Grant Program. On January 31, 2024, the application submittal deadline, the Department of Finance received one hundred ninety-six (196) applications, Sixty (60) applications were determined ineligible due to incomplete packet information. A total of one hundred thirty-six (136) applications were determined eligible, with requests totaling $4,792,500. For comparison, in 2023, there were one hundred fifty-five (155) eligible applications with requests totaling $5,007,500, for which the Council fully funded seventy-five (75) requests totaling $2,497,500. On March 19, 2024, at a meeting of the LAAC, an Ad Hoc Committee was formed for the purposes of application review and award recommendations. Members of the Ad Hoc Committee were Council Members Jenttifer Kagiwada, Sue Lee Loy, Michelle Gatimba, and myself serving as Chair. Comm. 4.-Y Ref.To: Ref. Da`� On April 1, 2024, eligible applications and the grading rubric were distributed to all Council Members for scoring. On April 23-25, 2024, in compliance with Hawaii Revised Statutes Section 92-2.5 and Hawaii County Code, Chapter 2-25, the ad hoe committee met to review scored applications and make final award recommendations. Attached hereto as Exhibit "A" is the Ad Hoc Committee's recommendations for fiscal year 2024-2025. I would like to thank our Council Members for their service, as well as our staff and Council Services for helping us make this Ad Hoc Committee process an efficient undertaking. I also extend my gratitude to Finance Director Diane Nakagawa, Lisa Tada and Finance Department staff for their assistance in processing the applications. It has been an Donor and privilege to serve as Chair of this Ad Hoc Committee. I request that this communication be agendized on the LAAC Committee scheduled for May 14, 2024. Thank you.
