Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 498-24, reports as follows:
Resolution No. 498-24 transmitted by Finance Director Diane Nakagawa via Communication
No.837, dated April 12, 2024, authorizes the Mayor to enter into an agreement with the State of
Hawai`i Department of Corrections and Rehabilitation.
This resolution seeks to enter into a no cost Memorandum of Agreement to facilitate the issuance
and production of REAL ID compliant Civil Identification cards for those transitioning through
the re-entry phase of their rehabilitation process
Finance Director Diane Nakagawa and Vehicle Licensing and Registration Administrator
Naomi O'Dell were present in the Hilo Council Chambers to provide more information about the
resolution.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 498-24, and recommends its adoption.
