Your Committee on Governmental Operations and External Affairs,to which was referred
Resolution No. 499-24, reports as follows:
Resolution No. 499-24 transmitted by Finance Director Diane Nakagawa via Communication
No. 838, dated April 12, 2024, authorizes the Mayor to enter into an agreement with the State of
Hawai`i Department of Defense Hawai`i Emergency Management Agency.
This resolution seeks to support and facilitate the installation and maintenance of a warning siren
in Kamakoa Nui Park to serve the Kamakoa Phase I-A Subdivision in Waikoloa.
Civil Defense Administrator Talmadge Magno was present in the Hilo Council Chambers to
provide more information about the resolution.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 499-24, and recommends its adoption.
