Your Committee on Finance, to which was referred Bill No. 137, reports as follows:
Bill No. 137, transmitted by Mayor Mitchell D. Roth, via Communication No. 756 dated
March 1, 2024, transmits the proposed Capital Budget for Fiscal Year (FY) 2024-2025, and the
Capital Program for the next six years from FY 2024-2025 to 2029-2030, which includes
57 projects requiring a total appropriation of$392.34 million. Approximately $307.51 million are
intended to be funded in whole or part by bonds, $41.46 million to be funded by the State
Revolving Loan Fund or State Capital Improvements Program, $42.41 million to be funded by
Federal Grants, and $950,000 to be funded by Community Benefit Assessments and other funds.
This bill includes the Mayor's transmittal letter that describes "Funding Sources," "Debt Service,"
"Capital Improvement Project," "Project Data/Financial Impact Statements," and"Fair Share
Contributions."
On May 14, 2024, pursuant to Section 10-4 of the Hawaii County Charter, the Council will
conduct a public hearing on the proposed Operating and Capital Budgets at the Hawaii County
Building in Hilo and provide videoconferencing at the West Hawaii Civic Center in
Kailua-Kona.
On April 9, 2024, Mayor Mitchell D. Roth presented this proposed budget on the first day of the
Departmental Budget and Program Reviews.
On April 9, 10, and 11, 2024, Your Committee reviewed the proposed Operating and Capital
Budgets during the Departmental Budget and Program Reviews, then moved to Council with a
positive recommendation to be heard on May 16, 2024.
County Clerk Jon Henricks confirmed that pursuant to Section 10-2(a)(5) of the Hawaii County
Charter, the Mayor will be submitting an amended budget on May 3rd before proceeding with
amendments. Amendments, if any, may be transmitted for consideration at or prior to first reading
at the May 16, 2024, Special Meeting of the Council.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 137, and
recommends its passage on first reading.
