Your Committee on Finance, to which was referred Resolution No. 487-24, reports as follows:
Resolution No. 487-24, transmitted by Committee Member Ashley L. Kierkiewicz, via Communication
No. 819 dated April 12, 2024, authorizes the Planning Department to award funds to the Pahoa Lava
Zone Museum through the Geothermal Relocation and Community Benefits Program.
This resolution provides $65,000 in grant funds to purchase, install, and maintain 25 surveillance
systems throughout Pahoa Village.
Committee Member Ashley L. Kierkiewicz provided background on this measure. Ms. Kierkiewicz
thanked Mr. Amedeo Markoff of the Pahoa Lava Zone Museum for being present and available in the
Council Chambers to answer any committee questions.
Committee Member Holeka Goro Inaba asked who would be managing the day-to-day operations.
Ms. Kierkiewicz replied that the fiscal sponsors, Pahoa Lava Zone Museum, will be the principal
monitors. Mr. Inaba then asked if they planned to coordinate with the Prosecutor's Office to ensure that
the County, the system, and the fiscal sponsors were legally protected if the footage needed to be
released to anyone. Ms. Kierkiewicz confirmed.
Committee Chair Matt Kaneali`i-Kleinfelder questioned Mr. Markoff about the operational status of the
camera system funded by him and Ms. Kierkiewicz and its impact on crime in the area. Mr. Markoff
confirmed the system's functionality and its contribution to a decrease in crime,particularly in the areas
where the cameras were strategically placed.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 487-24, and
recommends its adoption.
