Your Committee on Finance, to which was referred Resolution No. 500-24, reports as follows:
Resolution No. 500-24, transmitted by Finance Director Diane Nakagawa, via Communication
No. 839 dated April 12, 2024, authorizes the acceptance of a monetary donation of$750,000 from the
Daniel R. Sayre Memorial Foundation.
The donation to the Department of Parks and Recreation would be used for the design, permitting, and
other costs associated with the construction of a new multi-use community center/emergency shelter
facility at Spencer Kalani Schutte Park.
Committee Chair Matt Kaneali`i-Kleinfelder thanked the Sayre's for testifying on this measure.
Mr. Kaneali`i-Kleinfelder asked Parks and Recreation Director Maurice Messina to provide background
on this measure.
Committee Member Cindy Evans expressed excitement for this new project. Ms. Evans asked if this
facility would have a generator in emergencies. Mr. Messina replied that they would work with Civil
Defense. Ms. Evans then asked if this facility would be available as an Incident Command Center.
Mr. Messina said he could not answer that and stated that the Civil Defense Department would be better
equipped to answer that question.
Committee Member Heather Kimball thanked Nancy Carr Smith for her dedication to this project and
the Sayres for their contributions. Committee Member Ashley Kierkiewicz supported Ms. Kimball's
comments and expressed her appreciation to both Ms. Smith and the Sayres.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 500-24, and
recommends its adoption.
