Your Committee on Finance,to which was referred Bill No. 156, reports as follows:
Bill No. 156,transmitted by Finance Director Diane Nakagawa, via Communication No. 841 dated
April 12, 2024, amends Ordinance No. 23-50, as amended, the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2024.
This bill appropriates revenues in the Interest—Other Federal account($620,000) and the Interest—
Housing account($2,000); and appropriates the same to the Emergency Rental Assistance
Administration COVID-19 account($10,000); Cities of Financial Empowerment account($2,000);
Emergency Rental Assistance 2 Administration COVID-19 account($500,000); Hawai`i Island
Landlord/Tenant Mediation Program account($10,000); and the 2021 Hawai`i Island Homeowner
Assistance Program-Administration account($100,000).
Committee Member Holeka Goro Inaba requested some background on this measure. Finance Deputy
Director Aaron Brown was present but felt the Office of Housing would be able to provide background.
Housing and Community Development Specialist Sharon Hirota appeared via Zoom. Mr. Inaba asked
Ms. Hirota about these funds and how often these accounts earn interest. Ms. Hirota stated that these
accounts earn interest monthly. Mr. Inaba asked if these were Federal funds, and Ms. Hirota confirmed
they were.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 156, and
recommends its passage on first reading.
