In addition to raising Swiss White Shepherds for donation as service dogs to first responders and veterans, I am a professional (psychiatric and addictions APRN) that places me in elevated danger of assault on a daily basis. Over the years, 1 have used a high fence/locked gate and Swiss shepherds to keep my home and office secure from intruders and threats, some of whom come from known substance -involved neighbors and violent former patients. My dogs alert only when there is near and present danger and serve as security for my home, my psychiatric office, and confidential / private patient records when they bark. Punishing dog owners for securing their properties and persons as a means of detertant and passive self defence, is wrong, misguided and does nothingto address the issues of strays and canine attacks on Hawaii Island. Comm. No 3. 1 Ref. To: ReF. Dane I 0 2()2iy We have every right to protect ourselves without being harassed and excessively fined for doing so. Thank you in advance for your consideration of my testimony and willingness to preserve the rights of homeowners and high risk professionals.
