Aloha Councilmembers
I am a compassionate witness of a community member who works closely with Legislators and deserve
the utmost respect not only for her work in the community but for the tragedy she has experienced since
her father was killed by uncontrolled dangerous dogs in Ocean View.
It is extremely disrespectful to the memory of Shannon Matson's father that we would see Bill 153 does
nothing to address all the injuries that have occurred from dangerous aggressive dogs on our island.
We are concerned that there appears to be no'community standard' about aggressive animals or about
humane treatment of animals. The two often are causally linked and it remains a concern that we don't
see a standard upheld by legislators or law enforcement in Hawaii County.
That people are still at risk of grievous harm or death without seeing the obvious penalties for owners of
animals and that multiple offenses are occuring with the same animal owners is a source of concern and
reflects badly on us as a community.
Please immediate act to support legislation that gets to the heart of this matter. We need to honor
Shannon's father and his death in a meaningful way. We need to heal what is at the root of it, a spiritual
malady on our island. Please help to heal the island by upholding a high standard on this matter of
Animal control.
