The negligence, maltreatment and abuse of dogs on Hawaii Island is appalling and needs to be addressed immediately. I have rescued dogs, facilitated with rehoming neglected dogs and own a dog whose previous owner neglected him to the point of allowing his small collar to embed into his neck; he is almost 14yrs old now and still has a massive scar from where it had to be surgically removed. We need to teach kindness and compassion. Stronger penalties for excessive barking is a small step towards holding dog owners accountable. We all deserve a safe place to come home to where we can rest and replenish. Dog owners who neglect excessive barking need to know that it is disrespectful to neighbors AND signals a problem with their dog. Thea deaths of kupuna and injuries to children due to neglected dogs is shameful to Hawaii Island. Please pass this bill and create more so these barbaric tragedies never happen again. Please begin mass educational campaigns to change the narrative about dog ownership. Our island is changing in disturbing ways. It's time to act with urgency on many matters and step up and take care of one another. Dogs are loyal and loving. People can become better by learning to take care of them.
